The Kamakura Period is also known as the Rise of the Samurai.  The political power shifted from the court to the samurai class.

This occurred in part due to the previous Heian Court being so far removed from the people of Japan in the Heian Period.  Needing protection from the likes of invading Mongols etc, the people of Japan turned to the Samurai and military rule.
